CONGRESS MANIFESTO
The Congress party under the able leadership of Smt. Sonia Gandhi ji had approached the people of Delhi in 2002 with a promise to ensure a transparent municipal administration, eliminate red tapism and corruption, reforming the property tax system and introducing concepts of public private partnership, privatization and use of information technology to give a modernized and efficient Municipal Corporation.
As a result of people’s faith reposed in the leadership of Smt. Sonia Gandhi, Congress emerged victorious in these elections by winning 108 out of total number of 134 seats.
We now place before the people of Delhi, an account of our success in achieving all what we had promised and also our Commitments for the next five years.
As is the tradition of Congress, it has NEVER MADE FALSE PROMISES and it has ALWAYS DELIVERED WHAT IT HAS PROMISED.
The Congress is approaching the people with its proven track record of performance in office in the state of NCT of Delhi and with track record of the many achievements of its Delhi government as well as MCD.
Delhi has been given a major face lift during the last eight years of Congress regime with the introduction of DMRC (Metro Rail), laying a network of Fly-Overs in Delhi, introduction of Non Polluting CNG fuel for its surface transport, Modernization of transport system by introducing high capacity buses, construction of new Hospitals and upgradation and modernization of existing hospitals, increasing the green belt of Delhi, introducing major electricity reforms, women empowerment, and enhancing the use of IT (Information Technology) for accountability and transparency in its day to day working.
Carrying on this tradition of congress and with great pleasure & enthusiasm, we present the Congress Election Manifesto with a renewed determination and commitment to fulfill all the promises listed for these ensuing elections and looking forward to your support to fulfill the vision for “DELHI – A World Class City.”
VISIONARY MISSION
Sustainable Development of the City of Delhi by participative management and to provide services to ensure a high quality of life and dignified standard of living for people in all walks of life to make Delhi a truly world class city.
To fulfill your vision of clean, pollution free, modern and self-sufficient Delhi and to provide effective governance for one and all with the aim of treating everyone “at par” without taking into consideration their caste, creed and gender.
MASTER PLAN 2021
The Government of India realizing that it did not have enough resources to provide the number of public health facilities prescribed by the WHO or create enough educational institutes to fulfill the educational requirements of the next generation had allowed private enterprise to grow and bridge the gap. The Delhi of today thus came up as an urban agglomeration which can be seen as the planned type colonies mainly of A&B categories, urbanized villages, rural villages, trans yamuna colonies, slum and jj habitations, unauthorized colonies and the walled city area of old Delhi.
The past one year has been the most critical period in the recent history of Delhi. The court directives on sealing of properties being used for commercial activity in residential areas and orders for demolition of unauthorized constructions created an unprecedented situation where both the public as well as the Government have been at the receiving end. This was solely due to the fact that the new Master Plan which was originally scheduled to be announced in 2001 did not see the light of the day as Delhi was nowhere in the priority of the “India Shining” and “Feel Good” campaigns of the BJP government in power.
The Congress Government immediately on coming into power took a serious view of the fact that the continuation of sealings and demolitions in the city could have a vast economic, social and psychological impact on the citizens of Delhi besides rendering thousands of them unemployed. The Government under the leadership of Congress President Smt. Sonia Gandhi, Prime Minister Dr. Manmohan Singh and Union Minister for Urban Development Shri Jaipal Reddy notified the Master Plan Document 2021 prepared after detailed deliberations and a series of consultations with citizens bodies and other affected parties on 7th February 2007, which is a historic event in the annals of Delhi.
The new Master Plan is based on ground realities and has been made keeping in view the growth and future requirements of basic needs of electricity, water, parking, footpaths, environment, education and healthcare facilities for the citizens of Delhi. The MPD 2021 has ushered a new era in which the citizens of Delhi would see the resurgence of this great city of the future.
COMMITMENTS 2007-2012
1. Implement the Vision of Government of India envisaged in the Delhi Master Plan Document 2021 of meeting the aspirations of the growing population of citizens including the large number of migrants mainly of economically weaker sections of society; effective and optimal utilization of land; providing shelter, commercial space, civic amenities, education and health facilities and recreational areas; preserving the architectural heritage and the natural environment; meeting the needs of informal service providers, small enterprises and the unorganized sector in the economy
2. Ensure provision of adequate streets, sanitation, drainage, garbage disposal and lighting facilities in all 1500 unauthorized colonies regularized under MPD 2021
3. Initiate redevelopment of slum areas in accordance with the provisions of the MPD 2021
IDENTIFICATION ROADS
4. 2,183 roads have been identified as "Commercial or Mixed land use" The remaining roads will also be identified and allowed for commercial and land use.
LIBERALIZED BUILDING BYE-LAWS
5. Introduce new Liberalized Building Bye-laws tailored to the needs of specific urban agglomerations viz. old Delhi areas, urban and rural villages unauthorized and planned colonies, as proposed in the new Master Plan Document so as to eliminate the problem of illegal and unauthorized constructions by its roots.
MCD BILLING PROCEDURES
6. All bills of MCD will be made "On Line" to keep transparency and increased efficiency.
MAKING DELHI A WORLD CLASS CITY
7. Keeping in view the Commonwealth Games the Corporation would engage in construction of new Fly-Overs and underpasses, use of mechanical sweeping machines, beautification and widening of roads connecting various stadiums, modern bus shelters all over the city.
PROTECTING CITY ENVIRONMENT
8. Double green cover every year, protect the ridge and natural flora and fauna of Delhi.
9. Environment improvement - adoption of parks will be introduced.
10. Zonal Parks in each zone, with recreation facilities and rain shelters.
11. Introduce new initiatives for waste management with emphasis on garbage segregation and recycling so as to move to Zero Waste.
12. Ensure a clean Yamuna for the city by establishing sewage treatment plants and public conveniences
REFURBISHING CREMATORIA
13. Refurbishing cremation grounds to give the dead of the city, the respect they deserve in performance of their last rites by, providing online connectivity for issuance of death certificates and increasing the number of alternate pollution free electric and CNG crematoria
ELIMINATION OF POLLUTION
14. We have made effective advances in the control of air and water pollution. However, much remains to be done, and the bringing down of pollution remains one of the most important aspects of Delhi life. A team of experts are being utilized for reducing pollution problems.
PROPERTY TAX REFORMS
15. Online filing of property tax returns under the Unit Area System. GIS mapping of all colonies/areas/localities for verification of covered area and bringing new properties in the tax system.
16. Senior Citizens and pensioners who have no income or dependents will be given rebate in House Tax.
17. Single women and widows will be given rebate in House Tax.
18. The present House Tax will not be enhanced; and the old dues will also be charged at present rates.
19. All villages which fall within the Lal Dora will not be levied House Tax, irrespective of size there will be an amendment in the MCD act for the same.
ELIMINATION OF CORRUPTION
15. The previous BJP Government revolved on the axis with big traders and black-marketeers, which was corrupting the bureaucracy; and in the Delhi Municipal Corporation also this had increased. The Congress has determinedly set to root out the evil and has given to the citizens of Delhi an efficient and responsive administration.
PUBLIC PARKS
21. The parks in residential colonies will be developed to have underground parking space for cars, with a portion of the top built to house the maintenance, upkeep and office of the underground parking space. These areas will be constructed on a Build-perate-Transfer basis.
MULTI LEVEL PARKINGS
22. State-of-art hi-technology multi level parking: Construction of state-of-art hi-technology multi level parking lots in commercial areas as well as around residential colonies to tackle the problem of high proliferation of vehicles in the city including through public private partnerships as proposed in MPD 2021.
PUBLIC BHAGIDARI IN EDUCATION
23. Primary education to make MCD schools at par with any other government/private schools of Delhi. Computer education has already been introduced in MCD schools throug this mechanism.
MCD schools will also teach Punjabi and Urdu as second languages.
More schools for poorer and weaker sections of the community.
Greater facilities to be provided to attract children towards education.
Free uniforms, free textbooks, medical facilities, free nutritution facilities for school children.
Scholarships and stipends for deserving children from weaker section.
More schools for poorer and weaker sections of the community.
Proper planning and arrangements will be made for social security.

ACCESS TO BASIC HEALTH FACILITIES
24. Access for all to basic health and maternity/childcare services. Provide preventive health and medical services and networking of all hospitals and agencies to counter outbreaks of epidemics and other communicable diseases
A software has been developed and has been named “Hospital Information System” which will ensure that all the six MCD Hospitals are inter-linked and complete information is available with the click of the mouse.
Provision of latest medical and extend facilities to all citizens, especially the old, the economically weak sections.
Free of at very nominal costs of prescribed medicines and treatment.
Establishment of specialized diagnostic centres for the economically weaker sections, near their localities.
MCD Dispensaries/Pathological laboratories will be opened in all MCD Wards to enable citizens to get basic medical facilities virtually at their door.
There are quite a good number of MCD Maternity and Child Care Centres in Delhi. It is proposed to build additional Centres, including Ayurvedic Dispensaries, especially in the Rural areas, where they are much needed.
WORLD CLASS CIVIC CENTRE
25. Timely completion ad operationalization of the under-construction Civic Centre building which would house the entire office of the Corporation and serve to provide easy access to citizens to the facilities and officers of the Corporation for their day to day requirements.
HERITAGE PROTECTION
26. Protect the cultural and archeological heritage of Delhi through awareness programmes and events such as the “ Heritage Walk”
EFFICIENT ROAD MAINTENANCE
27. Ensure timely repair and maintenance of Roads by use of state of the art equipments and technologies without inconveniencing traffic and commuter movement and using satellite based GIS mapping monitoring systems to detect road damage.
MAINTENANCE OF STREET LIGHTS
28. The MCD will ensure that all Lanes, Roads and Public Places will be lighted. Specially Villages, Urbanized Villages, Resettlement Colonies, and J.J. Clusters will be looked after. ENSURING CLEAN DRAINS
29. Intensify repair and desilting of drains and provide for additional drainage capacity by widening existing drains/laying new drains and installing high capacity pumps.
COVERAGE OF OPEN DRAINS
30. The present open drains will be covered, with elevated top places that can conveniently be used for community services and childrens' playgrounds; as a joint venture.
31. All large and open drains will be covered with sliding and permanent roofs.
32. The top of these drains will be utilized for civic and social amenities like playgrounds, parks, commercial shops and community centres.
FREEDOM FROM WATER LOGGING DURING MONSOON
33. In order to get rid of water logging during monsoon, de-silting of “nallahs” will be done twice and also their levelling to be rectified so that water does not get stagnant. Installation of Permanent Booster Pumps at newly constructed under passes / fly-overs to pump out water.
WATER AND ENERGY CONSERVATION
34. Launch a massive campaign for installing water harvesting facilities in all prospective locations to meet the water requirements of the city
35. Measures to increase under-ground water levels will be taken up. 36. Encourage introduction of energy efficiency measures in the city especially in commercial lightings and advertisements. Ensure incentives to individual house owners to install energy efficient appliances including CFL’s. Ensure that all big buildings such as shopping malls or office complexes in the city confirm to energy efficiency building norms.
SPORTS & RECREATION FACILITIES
36. Inculcate health consciousness and a sports culture by ensuring availability of a Corporation sports and gymnasium facility in every assembly segment initially which would be extended to ward level in the second stage. Create special centers for senior citizens and each ward will develop a Female Recreation Centre.
Unfortunately very little importance is attached to Sports/Games and Physical fitness in our country. It is for this reason that except for a couple of games, we are nowhere in the Sports/Games arena in the world. Though India is second most populated country in the world yet out performance in Olympics Games is dismal.
TO BRING SPORTS CULTURE WE PROPOSE TO HAVE
Indoor Sports Complex-with facilities of Volley Ball, Basket Ball, Badminton and Table Tennis etc. - ONE IS EVERY MCD WARD. Outdoor Sports Complex-Where facilities for Hockey, Foot Ball, Cricket and other games will be provided - AT LEAST ONE IN EVERY TWO MCD WARD. Give Scholarships/Jobs to outstanding sports persons. We are committed to providing more play-grounds and well equipped training facilities for training our sports enthusiasts.
HAWKERS AND WEEKLY BAZAARS
37. Provide alternative sites for hawkers cooking and selling street food
38. Develop management systems for weekly bazaars so as to avoid any conflict with traffic management, resident associations and regular shop owners
39. Under the Master Plan 2021 we are giving expanded space and scope for the increasing demand for commercial space, and have given more space and separate areas for all the various commercial activities.
40. Rehri/Patri Vendors, who account for a population of nearly 30,000 will be provided with permanent places / stalls as per the Master Plan.
ENABLING E-GOVERNANCE
41. Introduce e-governance measures to enable citizens to get online sanctions of building plans; lodge complaints of waterlogging, dead animals etc. through the internet and also to get birth and death certificates, online receipts of payments made for bookings of parks etc. without having to visit MCD offices.
42. Moving over to complete GPS based solid waste management system with electronic weigh bridges and Global positioning system mounted garbage disposal trucks.
FACILITIES FOR RURAL AREAS
43. Provide access to urban amenities to the people living in rural areas of Delhi; ensure adequate conservancy, drainage, street lighting, healthcare and education facilities in these areas.
MORE COMMUNITY HALLS
44. Increase the number of Community Halls with improved facilities to cater to the increasing social needs of citizens in the light of closure of banquet halls and farmhouses for marriage and other social purposes.
ENSURING EMPLOYEE WELFARE
45. Ensure good working conditions for MCD employees by deploying management systems with provisions of performance based incentives and rewards and adequate promotional avenues.
46. The temporary safai Karamcharies and Laborers working with MCD will be given permanent appointments.
MCD EMPLOYEES' GRIEVANCES BOARD
47. A Board consisting of Municipal Councillors, union representatives and Senior Officials to look after the grievances and demands of the employees, for quick and timely disposal.
DISASTER MANAGEMENT
48. Maintain Disaster preparedness in coordination with the National Disaster Management Authority and Delhi Government throug state of art equipment, trained manpower and practice exercise.
SPECIAL ACTION PLAN FOR INDUSTRIAL AREAS
49. The contribution of Industrial areas to the development of Delhi cannot be undermined. The Corporation would create a special purpose vehicle for prompt maintenance of roads, street lighting, drainage, sewage treatment etc. in Industrial areas.
PUBLIC TOILETS FOR MEN, WOMEN AND HANDICAPPED
50. Creation of toilet blocks every two kilometers on Build Operate Transfer basis. The existing Toilet Blocks would also be brought under public private partnership.
ZONAL DEVELOPMENT PLAN
51. Zonal Development will be arranged in a zone wise manner, and the process of maps, etc. can be regularized at the particular zonal centre, as a one-window programme, one a time bound basis.
TO GRANT OWNERSHIP RIGHTS TO RESETTLEMENT COLONIES
52. There are 44 resettlement colonies in Delhi and Congress is going to fight tooth & nail to grant ownership rights to these resettlement colonies so that people living in these colonies get reprieve Creation of toilet blocks every two kilometers on Build Operate Transfer basis. The existing Toilet blocks would also be brought under public private partnership.
UNAUTHORIZED RESETTLEMENT COLONIES
53. All resettlement slums and unauthorized colonies will be given ownership rights, without any charges.
IMPROVEMENT OF JJ CLUSTERS
54. All JJ Clusters will be provided with pucca lanes, proper drainage, drinking water facilities and street lights.
55. Relocated places shall be well connected with adequate transport facilities such as Buses, Metro Rail, etc.
56. Water will be provided officially in all JJ Clusters.
57. The people who are presently living in JJ Clusters will be provided with Multi-Storeyed Housing. They will be given residence at the same place where they have been till now.
OPENING OF MORE CRECHES
58. Facilities of "creches" by the MCD shall be opened to help working mothers, with supervision, care and control of the children left by them.
59. Emphasis will be given to Women labourers and other poor and weaker section working women.
60. Colonies which have a majority of SC/ST population, will be provided with "Creches" for the children of working women from the SC/ST community.
SOCIAL WELFARE
61. Rehabilitation of hawkers, rehri/patri dwellers, and rickshaw pullers. Specific areas shall be eamarked for hawkers, rehri/patri dwellers, and for parking of rickshaws.
62. Special facilities to be provided for dhobis, barbers and cobblers.
TAKING CARE OF DISADVANTAGED SECTIONS
63. Devise new schemes to take good care of disadvantaged sections of society such as special enuchs, pavement dwellers, senior citizens as well as unemployed educated youth. Construction of Working women hostels.
WORKING WOMEN HOSTEL FOR THE ECONOMICALLY WEAK
64. A working women hostel will be specially made for the women who are from weaker sections of the society and cannot afford high rentals. The best possible facilities will be provided to them by the Congress party at nominal rates.
MANAGING STRAY ANIMALS
65. Curb menace of stray cattle, dogs and monkeys in the capital by redoubling sterilization efforts, involvement of NGO's and relocation efforts.
FACILITIES FOR HAJ PILGRIMS
66. A big Haj House will be constructed in Delhi for Haj Pilgrims, with amenities for their stay, relaxation, and meeting people prior to and after departure/arrivals.
DHOBI GHATS
67. All the present existing Dhobi Ghats will be upgraded and new and more Ghats will be made.
SPECIALIZED YAMUNA GHATS
68. Places will be ear-marked and places provided for holding all ceremonies of all religions - like Chhat Pooja, Durga Pooja, Ganesh Pooja, Pongal, etc. on the banks of the Yamuna.
AMENDMENT OF THE DELHI MUNICIPAL COMMITTEE ACT
69. The MCD Act will be amended since te present one has become out dated.

| Property Tax Reforms |
An equitable, corruption free and easy to calculate Unit Area System of Property tax Assessment for citizens of Delhi has been introduced w.e.f. 1st April 2004. The system has won inter-national praise and other cities in India including Kolkata and Mumbai are considering implementing the same system in their Corporations. |
| Mobile PC Booths for Physically Handicapped |
Under Public Welfare Schemes, it is the duty of he MCD to allot kiosks to physically handicapped persons. The waiting list of handicapped registered with the Corporation is quite a long and it is not possible to provide booths to all the registrants. Therefore, MCD has decided to register physically handicapped persons who will be granted licences to run mobile PCO booths, so that they could earn their livelihood. It will also end enormous wait and harassment caused to physically handicapped persons. Kolkata and Mumbai are considering implementing the same system in their Corporations. |

Privatization of Garbage disposal in 6 municipal zones. Introduction of modern garbage removal bins and trucks. Identification of new landfill sites. Garbage segregation has been introduced to enable recycling and reuse. |

| Transform Delhi into a modern Hi-Tech city of International Status |
The Municipal Corporation of Delhi which functioned on manual and a handful of electronic typewriters has been transformed into a full fledged IT enabled organization with specialized systems for health, education, property tax, engineering, conservancy and sanitation connected by intranet and internet. An integrated GIS mapping programme for property tax and engineering departments is underway. New signages of international standards have been put in place on major roads and intersections. A large No. flyovers and foot over bridges and subways have been built in the city in the past 5 years. |

Fully computerized and integrated Citizen Service Bureaus have been established in all 12 Municipal Zones from which citizens can book parks/community halls, deposit property tax, renew licenses etc. |

| Group Insurance Scheme and other facilities for primary school students |
The Municipal Corporation of Delhi is the second such Corporation in the entire country to provide insurance cover to school students. The students are also provided books, uniforms and woolens besides cooked mid-day meals. |
| Completion of ultra-modern meat processing unit at Ghazipur |
This ultra-modern meat processing unit at Ghazipur is nearing completion and will ensure required supply of hygenic meat to the non vegetarian population of Delhi. |
| Development of New Dairy Colony |
The MCD has developed a Dairy Colony at Ghogha in North Delhi. The main purpose of development of new Dairy Colony is to remove unauthorized dairies from various areas of Delhi, so as to provide clean & healthier environment to citizens. The area where this colony is being developed has good access by road and dairy activity is allowed as per the Master Plan. |
| Expenditure on Civic Services Incrreased |
The expenditure on civic services is constantly increasing. In the year 2002-2003, the total expenditure was Rs. 1624.07 crores, which was increased to Rs. 1677.72 crores in the year 2003-2004. In this way, the total increase in expenditure was Rs. 53.65 crores. In the RBE for the year 2004-2005, an expenditure of Rs. 2739.63 crores and in the BE 2005-2006, expenditure of Rs. 2601.76 crores is envisaged. |
| ICRA Rating to MCD |
The Municipal Corporation of Delhi was assigned ICRA (Indian Credit Rating Agency) rating which would enable it to raise Municipal Bond for civic projects. ICRA has rated MCD in the category "LAA(SO)" (L stands for Long Term SO for Structured Obligation). It implies that the leading rating agency on the basis of its professional study has found MCD fit for long term structured obligation loans. It indicates high safety with modest risk factors are strong and the prospect of timely payment of principal and interest as per term of the structure, under adverse circumstances, as may be visualized, are positive. It may be recalled that MCD had appointed M/s ICRA Ltd., one of the leading rating agencies for rating the civic body. |
| Construction of Classrooms |
MCD has constructed 2435 classrooms during the last three years. Besides, construction of 1759 classrooms is in progress and likely to be completed soon. MCD has constructed 220 lavatory blocks during the last three years. The major achievement of Education Department, this year, was progress in construction of classrooms. During the current year, 635 classrooms, 11 boundary walls and 46 toilet blocks were constructed, whereas the works of construction of 1855 classrooms, 9 boundary walls and 105 toilet blocks are in progress. |
| Porta Cabins/Pucca Classrooms to Replace Tents |
Following an important decision, taken last year, 1000 classes running in tents were replaced by porta cabins by MCD. It would be endeavour of MCD that no student whosoever shall sit in tented classrooms in the capital city of India. Now only four schools are being run in tents since, there is land dispute and cases are pending in the court. |
| Praise of Students by His Excellency President of India |
Last year, Bal Diwas function was organized o 14 November at Ambedkar Stadium. His Excellency, Dr. A.P.J. Abdul Kalam, President of India was the Chief Guest at this function. The President in letter written to the Mayor wholeheartedly appreciated cultural and drill programmes presented by the students of municipal primary schools. The education Department played pivotal role in the Gadhi Mela organized by MCD last year. The cultural programmes presented by students studying in municipal primary schools were appreciated by invited dignitaries. |
| Better Maintenance of School Buildings |
The Education Department made concerted efforts to increase greenery in the premises of municipal primary schools buildings. A large number of saplings were planted. Awareness amongst children was created to maintain the plants, which has also increased knowledge of children towards ecological balance and environmental improvement. All municipal primary school buildings now have facility of drinking water. In buildings where there is no connection of Delhi Jal Board or there is little pressure of water, the drinking water is being made available through water harvesting which will be given priority. |
| Modern Kitchen for Mid-Day Meal |
Mnicipal Corporation of Delhi made functional its first semiatomatic kitchen for providing cooked mid-day meal to one lac of its primary school students. situated at Alipur Village, North Delhi it will cater to the students of MCD primary schools in Rohini and Narela Zones. | Development of New Sanitary Landfill Sites |
During the last three years, the contracts of developing sanitary landfill sites at Narela and Bhatti Mines were awarded. The work on these projects had started. It is imperative to enforce Master Plan for better management of solid waste. Accordingly, a Master Plan was prepared by COWI International under aegis of UNOPS for better and efficient management of Solid Waste. The Master Plan 2004-2024 is an important document, which is being implemented in a scientific manner by MCD. It would also enable scientific disposal of garbage. |
| Better Maintenance of Roads |
During the period 2002-2005, 985 kms. Length of roads were dense carpeted. MCD had also dense carpeted 100 kms. of roads in resettlement colonies. Besides, 110 kms. length of roads were dense carpeted in unauthorised colonies. During the next financial year MCD had fixed the target of dense carpeting, 375 kms. Urban roads and 130 kms. Rural roads. Similarly, 25 kms. Length of footpaths in urban areas and 15 kms. In rural areas are proposed to be constructed. In urban areas, there is target of widening of 12 kms. Roads and 18 kms. in rural areas. Besides, there is target of construction of 130 kms. Length of drains in urban areas and 50 kms. Length of drains in rural areas. |
| First Working Women Hostel at Rohini |
MCD, this year, started the work of construction of its first Working Women Hostel. It will be constructed at Sector-9 Rohini at a cost of Rs. 1.34 crores. |
| Ultra-Modern Diagnostic and Treatment Facilities |
Ultra-modern equipment were procured for hospitals and dispensaries being run by MCD so that poor sections of society would also be provided with modern diagnostic and treatment facilities. A modern Colour Doppler Eco-cardiography machine was procured for Hindu Rao Hospital which will provide great relief to heart patients. For Dayanand Hospital, many ultra-modern equipments were purchased which include new Dialysis machines, Visual Field Analyser, Neo-natel Ventilators, Colour Flow Doppling with Ultrasound machine, Organ Beam. The work of setting up of High Dependency Unit at Dayanand Hospital has almost been completed and tender process for purchase of equipments is in progress. Tendes have been invited for construction of second phase of OPD of Dayanand Hospital. The work of construction of ward of 120 beds capacity will start this year at Dayanand Hospital. For Kasturba Hospital, process of prchasing ultra-modern equipments is in progress. These equipments include Transport Ventilators, Neo-natal Ventilators, Paediatric Ventilator, Bulk Sterlizer, Endo-vision System and Ultrasound machine. Rajan Babu TB Hospital is being expanded so as to provide treatment facilities to patients suffering from lung diseases. This hospital patients. The work of settingup of ICU at this hospital is also going on. The work of setting-up of 10 bed Neo-natal Intensive Care Unit at Shri Girdharilal Maternity Hospital has also been started. For Maharishi Valmiki Infectious Diseases Hospital, new OT tables, OT lights, Infusion Pumps were purchased. Last year five new polyclinics at Shahdara, Jungpura, Basti Nizammudin, Ramesh Nagar and Badarpur were opened. Tenders for construction of 100 bedden Balak Ram Hospital have been received and the work will start soon. This project will cost MCD Rs. 25 crores. Similarly, the construction of 100 bedded hospital at Tilak Nagar at a cost of Rs. 22 crores will start from July, this year. The work of construction of Maternity and Child Welfare Centres at Shakurpur J.J. Colony and Bakhtavarpur was completed last year. By the end of this year, 5 Ayurvedic, 2 Homeopathic and 2 Unani Dispensaries are proposed to be opened. For setting up Naturopathy Hospital at Rohini, land has been made available by DDA and the work of construction is expected so so start shortly. There is proposal to open Panchkarma Hospitals at Rajinder Nagar and Rajouri Garden at par with Rohini. |
